MOTION TO APPROVE Agreement between Broward County and Fuel Facility Management, Inc., Request for Proposal (RFP) No. PNC2120084P1, Management of Rental Car Center Fueling Facility - FLL, for the Aviation Department, for an initial three-year term in the amount of $3,084,264. The initial term of this agreement will be effective upon date of execution, commencing on December 1, 2020 and will terminate three years from that date, with two, one-year renewal terms and authorize the Mayor and Clerk to execute same.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development did not establish a County Business Enterprise (CBE) participation goal. Fuel Facility Management, Inc., is a certified CBE. In addition, this agreement is subject to the Broward County Workforce Investment Program (Exhibit 3).
The purpose of this agreement is to provide for a qualified firm to provide management services of the Rental Car Center Fueling Facility at Broward County’s Fort Lauderdale-Hollywood International Airport.
On February 25, 2020 (Item No. 55A), the Board approved the RFP No. PNC2120084P1, Management of Rental Car Center Fueling Facility - FLL. Two firms submitted proposals to the RFP.
On July 7, 2020, an Initial Evaluation Meeting was held. The Evaluation Committee (EC) determined that one firm, Fuel Facility Management, Inc. was both responsive and responsible to the RFP requirements and voted in favor of them advancing to be voice voted and ranked by the EC.
On July 30, 2020, the Final Evaluation meeting was held. After presentation, evaluation and ranking, the EC named Fuel Facility Management, Inc. as the number one ranked firm.
The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from August 11 - 13, 2020, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. No additional information was submitted within this timeframe.
The EC’s final recommendation of ranking was posted on the Purchasing Division’s website from August 14 - 20, 2020, which provided for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
On August 28, 2020, the County Administrator approved the EC’s final ranking of the qualified firm and authorized staff to proceed with negotiations. Two negotiation meetings were held to negotiate this Agreement: September 9, 2020 and September 15, 2020. These meetings were attended by representatives of Fuel Facility Management, Inc., the Aviation Department, the County Attorney’s Office, and the Purchasing Division.
This agreement includes covered services, in accordance with Broward County Living Wage Ordinance, Section 26-102(k). Fuel Facility Management, Inc. has agreed to be bound to the ordinance’s contractual obligations. The initial term’s estimated amount includes the health care benefit increase effective January 1, 2021 (Exhibit 2).
