Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL PLANNING AND COMMUNITY RESILIENCE DIVISION RECOMMEND APPROVAL OF THIS MOTION.
On June 26, 2007, the Board of County Commissioners adopted the Boat Facility Siting Plan (BFSP) component of the Manatee Protection Plan (Item 49). The funding element contained in the BFSP (Section 6.3.3) provided for a new-slip impact fee and a manatee mitigation fee, which are necessary to fund the various conservation and monitoring elements of the BFSP. On November 27, 2007, the BOCC adopted Ordinance 2007-34 (Item 23) establishing the fee structure. The ordinance set the initial slip fee at $400, effective in 2008, and the manatee mitigation fee at $20, effective 2009. The ordinance also provided for a 4% annual increase in both fees. Staff has determined that these annual fee increases are no longer necessary and is requesting to amend the fee schedule to freeze the annual new-slip and manatee mitigation fees at the current Fiscal Year 2021 rate.
