MOTION TO ADOPT Resolution No. 2020-547 directing the County Administrator to publish notice of Public Hearing to be held Tuesday, November 10, 2020, at 10:00 a.m., in Room 422 of the Governmental Center to consider enactment of a proposed Resolution to amend the Administrative Code, the title of which is as follows:
RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO THE PARKS AND RECREATION DIVISION AND TRANSPORTATION DEPARTMENT; AMENDING SECTIONS 6.23, 6.117, 13.91, AND 21.73 OF THE BROWARD COUNTY ADMINISTRATIVE CODE ("ADMINISTRATIVE CODE") TO AUTHORIZE THE PARKS AND RECREATION DIVISION AND TRANSPORTATION DEPARTMENT TO PERFORM CERTAIN CAPITAL IMPROVEMENT, CONSTRUCTION MANAGEMENT AND ADMINISTRATION, AND OTHER FUNCTIONS RELATED TO THE MAINTENANCE AND CONSTRUCTION OF COUNTY FACILITIES; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

Why Action is Necessary
Section 3.04(A) of the Broward County Charter requires a public hearing to be held concerning the adoption of proposed amendments to the Broward County Administrative Code.

This action directs the County Administrator to publish Notice of Public Hearing for Administrative Code changes to reflect organizational changes in the Parks and Recreation Division and the Transportation Department.

Summary Explanation/Background
THE PARKS AND RECREATION DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item sets a Public Hearing to amend the Administrative Code to reflect organizational changes within the Parks and Recreation Division (Parks) and the Transportation Department which authorized each agency to perform certain functions and responsibilities.
The proposed changes establish a Planning and Design Section within Parks and provide authority for Parks and the Transportation Department to engage in professional services, procurement, and the management and administration of their construction projects.
The Transportation Department and Parks will be delegated authority for construction contract management, administration, and major modifications. Authority to approve change orders of less than $250,000 for construction contracts will be delegated to the Chief Transportation Officer for the Transportation Department and to the Parks Director. In addition, the Transportation Department will assume responsibility for the general maintenance and custodial programs of its facilities.
