Why Action is Necessary

A Resolution directing the County Administrator to publish notice of public hearing to consider adoption of the Resolution Amending the Broward County Administrative Code was adopted by the Board of County Commissioners at its meeting of October 6, 2020.

Summary Explanation/Background

On October 6, 2020, the Board preliminarily considered enactment of the Broward County Locksmith Act ("Locksmith Act") establishing regulations for persons providing locksmithing services in Broward County.  The Board continued further consideration of the Locksmith Act to its October 20, 2020, meeting.  The Locksmith Act would require that individuals providing locksmithing services obtain a locksmith license or locksmith apprentice license and that locksmithing businesses obtain registration certificates.

 

The Environmental and Consumer Protection Division is responsible under the proposed Locksmith Act for administering and enforcing its terms.  The proposed Resolution establishes fees for licenses and registration certificates to cover the cost of implementing the Locksmith Act.  Fees would be required to be paid upon obtaining the initial license/registration and upon each renewal. Renewal is required annually.

 

This item is contingent upon enactment of the Locksmith Act by the Board.

Fiscal Impact/Cost Summary

According to the Fiscal Impact Statement prepared by the Office of Management and Budget for the Locksmith Act and attached as Exhibit 2, the proposed fees should be sufficient to offset the cost of implementing the Locksmith Act.
