Summary Explanation/Background
Under the Broward County Business Opportunity Act of 2012, a non-construction business is eligible to be certified as a County Business Enterprise (CBE) if the business has annual average gross receipts no greater than $5,000,000 calculated over the previous three calendar years. A construction firm can be certified as a CBE if the business has annual average gross receipts no greater than $9,000,000 calculated over the previous three calendar years. Certified CBE firms that exceed these gross revenue calculations are deemed to be graduates of the CBE Program. Currently, aside from limited, potentially applicable benefits under the County’s local business preference ordinance, CBE Program graduates enjoy no additional preference, and these local firms are required to compete for County contracts on equal footing with larger multi-national companies that have fewer connections to the community.
The proposed Ordinance would create a local business preference program for CBE graduates. This local business preference program would provide to our home-grown businesses an intermediate support program to allow them to continue to develop.
