Formal acceptance of the DCP by the Unified Direct Procurement Authority (UDPA) is needed to move forward with the JGCC project regardless of what procurement method is ultimately chosen by the UDPA for the development of the JGCC.

Summary Explanation/Background
At the December 10, 2019 UDPA Meeting the UDPA awarded a deliberately-phased agreement to engage the services of a professional architecture firm (Zyscovich, Inc.) to lead a multidisciplinary team that would provide the initial planning services, including programming and needs assessment, for the creation of a Design Criteria Package for the JGCC for Broward County and City of Fort Lauderdale (Partners).
The Zyscovich team performed several analyses, including a programming analysis to determine what the Partners do and how they conduct their business. That informed the development of a Needs Assessment, which includes the space needs of the Partners and an identification of the types of spaces that were needed for specific functions. That information was then included in the DCP, which also includes technical and other specifications for the structure, the various mechanical systems of the facility, and many other project elements.
Zyscovich has delivered the ‘final’ product, a voluminous 1,300+ page document, which will be provided to the members of the UDPA under separate cover and posted on the County website as normal. A document of this magnitude and complexity typically takes over a year to complete, but the DCP was produced in eight months-time, requiring some non-material cleanup work on the document in the coming weeks.
