Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable”, and the goal to “effectively advocate for and acquire municipal, state, and federal financial support to equitably address health and human services needs to the entire community, through a truly coordinated system of care.” This Agreement provides funding for eligible Broward County residents to receive critically needed primary health care services.

 

Authorization for the County Administrator to execute the Agreement with Broward Community and Family Health Centers, Inc., (“BCFHC”) is requested to facilitate the direct payment of $139,000 to BCFHC to provide primary health care services to uninsured Broward County residents under the State of Florida, Agency for Health Care Administration (“AHCA”), Medicaid Low Income Pool (“LIP”) program. Retroactive approval is requested to ensure payment to BCFHC is effective October 1, 2020, as the County received delayed communication from AHCA regarding LIP funds in late August 2020.

 

Using the approved funding, BCFHC will deliver primary health care services to new patients in four clinical sites: Hollywood, Hallandale, Lauderhill, and Pompano Beach. For the reporting period of July 1, 2020 to June 30, 2021, BCFHC projects to serve 13,090 patients and deliver 26,180 medical encounters. This direct payment is anticipated to allow BCFHC to serve 392 new patients, representing 686 new encounters.

 

The Agreement will be reviewed for legal sufficiency by the Office of the County Attorney prior to execution by the County Administrator.

 

Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that "no public officer ... shall have or hold any employment or contractual relationship with any business entity ... which ... is ... doing business with an agency of which he or she is an officer or employee." In accordance with 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion B) in accordance with Section 112.313(12), Florida Statutes. Form 4A, Disclosure of Business Transaction, Relationship, or Interest, is attached to this report as Exhibit 1 and constitutes full disclosure of any existing conflict.
