A-B. Section 20.31(b)(3), Broward County Administrative Code, requires that the Board of County Commissioners (“Commission”) approves all state and federal grant agreements. Section 129.06(2)(d), Florida Statutes, requires Commission approval of unanticipated revenue.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION (“CISD”) RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Commission’s value of “approaching human services collaboratively and compassionately with special emphasis on the most vulnerable,” and the goal to “deliver evidence-based services to the public and connect customers and their family members to sustainable support with special emphasis on financial supports.” Funding from the DOH will enable the CPT to provide services to alleged abused, neglected, or abandoned children.

 

The CPT reviews all reported allegations of child abuse, neglect, and abandonment by a parent or caregiver received by the Department of Children and Families (“DCF”) for children in Broward County. It provides statutorily mandated forensic medical and assessment services including psychological evaluations and consultations, specialized interviews, forensic interviews, and multi-disciplinary team staffings. The CPT staff also delivers expert testimony in child abuse cases, and medical neglect detection training for emergency room and non-CPT medical professionals as well as Broward Sheriff’s Office staff. The CPT services are provided in accordance with Sections 39.001 and 39.303, Florida Statutes, and Chapter 64C-8, Florida Administrative Code.

 

Broward County has consistently received funding from the DOH since 1989 to administer the CPT program. The Contract (No. CP110) is a three-year contract with a total value of $4,339,452. The County will receive $1,446,482 for the current Fiscal Year. The Contract is a fixed fee contract with equal monthly payments of $120,540 for the first 11 months and a final payment of $120,544. The Contract also contains financial consequences (Exhibit 2, Attachment 1, Section B. 2-Financial Consequences) that will reduce the monthly payment by varying amounts per each deliverable not met.

 

The DOH will issue a separate agreement to process invoices for services provided by the CPT for the period beginning July 1, 2020 up to the date of full execution of Contract No. CP110. This separate agreement is required because the services, although authorized by the DOH, were provided without an agreement in place to cover their cost. This agreement will have no impact on the total value of the Contract and will be reviewed by the County Attorney’s Office before execution by the County Administrator.

 

The Contract is in the DOH’s format and has been approved as to form by the Office of the County Attorney. The DOH will sign following Commission approval.

Funding for this Contract is provided by the DOH. No County match is required. The DOH will issue a separate payment agreement to facilitate payment to the County for services provided and costs incurred during the period July 1, 2020 up to the date of full execution of the Contract No. CP110.
