Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.31.a.4, Award Authority, Board approval is required for awards exceeding $500,000 that includes a single bidder, rejection of apparent low bidder, or protested award.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/ TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development did not assign County Business Enterprise (CBE) goals for this procurement because there are no certified CBE firms that can meet the requirements of the solicitation (Exhibit 2).

 

The purpose of this contract is to provide engine coolant used in the Transportation Department’s bus fleet.

 

The Transportation Department has reviewed the bid submitted by Flamingo Oil Company, A Reladyne Company, and concurs with the recommendation for award (Exhibit 3). Vendor performance evaluations have been completed for Flamingo Oil Company; they have an overall rating of 4.47 out of a possible 5.0.

 

The apparent low bidder, Ultra Chem, submitted a bid with an annual total amount of $119,140. However, the bid has been deemed non-responsive for failure to bid on all items as required, per the Basis of Award of the Solicitation document, bidding on three of the four line items. The second bidder, Cummins, submitted a bid with an annual total amount of $204,380. The bid was also deemed non-responsive for failure to bid on all items as required by the solicitation document, bidding on two of the four line items.

 

Based on the price analysis, the unit prices, offered by the low responsive, responsible bidder, Flamingo Oil Company, A Reladyne Company, are determined to be fair and reasonable when compared to the unit prices of the Price Analysis (Exhibit 4).

 

The bid posted on August 20, 2020 and opened on September 2, 2020; seven bids were received with zero declinations (Exhibit 1).

 

There was no protest or appeal filed regarding this procurement.
