Why Action is Necessary

Motion A. In accordance with the Broward County Procurement Code, Section 21.34, Sole Source Procurement, Board approval is required for awards exceeding the Director of Purchasing's authority.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

The purpose of this contract is to provide an open-end contract for Nash brand pumps, pump parts, and pump repair services. Water and Wastewater Services currently has 13 Nash brand compressors and pumps in operation throughout the County. Nash compressors are used in the wastewater treatment process to reduce volatility in the digesters by providing the agitation needed to keep solids in suspension and to supply oxygen support to the bacteria-reducing solids. Nash pumps are utilized in the water treatment facilities in combination with the vacuum filter to dewater sludge to be sent to the landfill.

 

On February 21, 2003, the Director of Purchasing approved the standardization of the sole source/sole brand, Nash brand compressors, compressor replacement parts and compressor repairs. On November 7, 2017 (Item No. 30), the Board reaffirmed the sole source/sole brand standardization for Nash brand compressors, compressor replacement parts and compressor repairs.

 

On October 1, 2020, the Purchasing Division issued a Request for Information (RFI) to ascertain whether there were any other entities able to provide Nash brand pumps, pump parts, and pump repair services. There were no responses to the RFI. Additionally, the manufacturer, Gardner Denver Nash LLC, indicated that the current manufacturer area sales representative is Hudson Pump & Equipment, a Division of Tencarva Machinery Company, LLC. Based on this information, the Director of Purchasing recommends approval of this sole source, sole brand designation (Exhibit 1).

 

A contract for Nash brand compressors and pumps was originally procured through approval of a sole source/sole brand contract that went into effect on May 29, 2018 and will expire on May 28, 2021. A total of $67,884 in contracted commodities has been provided to date.

Each requirement processed against the resultant open-end contract will be funded by the appropriate source at the time of release. The estimated budget for this contract is $200,000 for the initial one-year term and $600,000 over the potential three-year period.
