Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Commission’s value of “approaching human services collaboratively and compassionately with special emphasis on the most vulnerable,” and the goal to “deliver evidence-based services to the public and connect customers and their family members to sustainable support with special emphasis on financial supports.” Commission approval will allow for the revision of requirements for monitoring, timesheets and due dates for invoicing, and program service reports.

 

The original Contract, which was executed by the County Administrator on August 7, 2020 during the Summer Recess, funds the delivery of family advocacy, therapeutic, and psychological services to child victims of abuse and their non-offending family members. These services are provided by grant-funded staff at the Nancy J. Cotterman Center. The Amendment (Exhibit 2) will support the delivery of these services by extending the due dates for invoicing and service delivery reporting from the tenth to the 25th day of the month following the month in which services were provided. It also provides for greater ease in monitoring by incorporating the use of virtual monitoring visits by the Florida Network of Children’s Advocacy Centers Inc. (“FNCAC”), and adds the option where applicable, for a grant funded executive director’s timesheet to be authorized by their supervisor when a claim is being made for reimbursement for personnel expenses.

 

The Amendment is in the FNCAC’s format and has been approved as to form by the Office of the County Attorney. The FNCAC accepted most of the edits requested by the County except for two scrivener’s errors. The FNCAC will sign following Commission approval.
