Motion A. In Accordance with the Broward County Procurement Code, Section 21.34, a Sole Source Procurement above the award authority of the Director of Purchasing must be approved and awarded by the Board.

 

Motion B. In accordance with the Broward County Procurement Code, Section 21.14.c.6, the Director of Purchasing can execute such agreements as delegated by the Board for the Director’s execution.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board’s Value of “Consistently delivering responsive, efficient, quality services to the public and internal customers”; and its Goal to “Build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality.”

 

The purpose of these actions is to support the purchase of a variety of cellular needs for the County including voice, data, video products, services, and other related equipment specifically with T-Mobile USA, Inc. (T-Mobile) to facilitate the operational needs of various County departments as detailed in the Only Reasonable Source Memo (Exhibit 1).

 

On June 10, 2014 (Item No. 39), the Board approved only one reasonable source designation to utilize State of Nevada Wireless Contract No. w4-2001 part of the Western State Contracting Alliance of State Procurement Officials, previously known as (WSCA) for wireless voice services, wireless broadband services, accessories and equipment and authorized the Director of Purchasing to negotiate and execute a Participating Addendum to the current T-Mobile State of Nevada Western States Contracting Alliance (WSCA) Contract No. w4-2001 (Agreement). This Agreement currently provides cellular plans and equipment for all County agencies utilizing T-Mobile services through December 31, 2020. This Agreement has since been replaced with the National Association of State Procurement Officers (NASPO) Agreement No. MA176 as of July 1, 2019. The State of Utah Cooperative Contract No. MA176 resulting from the State of Utah Solicitation No. CH18012 provides a full range of services available from T-Mobile and allows for all existing plans and services to seamlessly transfer over to the new NASPO Agreement.

 

The County has since migrated Countywide wireless voice and data services through the following carriers AT&T, Sprint, and Verizon under Participating Addendums; previously approved by the Board on February 7, 2017 (Item No. 28) with Sprint Solutions and Verizon Wireless and on March 20, 2018 (Item No. 25) for AT&T Mobility. T-Mobile is not a participant under SUNCOM Mobile Communication Services Contract No. DMS-10/11-008. The County continues to monitor the activities related to the merger between parent companies of T-Mobile and Sprint Corporation for changes that may affect contractual services.

 

The above actions shall provide continuity of services for all agencies currently utilizing T-Mobile Wireless Services.
