Summary Explanation/Background

In response to a delegation request at the Board’s August 22, 2017, meeting, the Board directed staff to propose a method of providing transportation for athletes participating in training and competition events organized by the Special Olympics of Florida, Inc. (the “Special Olympics”).

Thereafter, on December 12, 2017, the Board allocated Two Hundred Thousand Dollars ($200,000) in the Transportation Department’s budget to fund transportation expenses for Special Olympics athletes.  The mechanism developed to provide transportation for these athletes was a special charge card that would be accepted by the County’s vendor, Cabconnect.  However, due to certain liability concerns of the Special Olympics, only $38,056.71 worth of transportation services have been provided through the Cabconnect charge card program.

The Special Olympics has determined that The School Board of Broward County (“SBBC”) can provide the needed transportation services to these athletes, and has requested the County provide the remainder of the funding ($161,943.29) to SBBC to offset those expenses.

If approved, this item will authorize the County Administrator to enter into an agreement to transfer the remaining funds ($161,943.29) to SBBC for the sole purpose of providing transportation services to these athletes, and to amend the agreement with Cabconnect to limit the County’s reimbursement for charges incurred through the special charge card program to the $38,056.71 already paid to Cabconnect.
