Summary Explanation/Background

This item supports the Broward County Board of County Commissioners' Value of cultivating community culture, arts, recreation, and lifelong learning and Goals relating to providing diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant,    multicultural, and economically viable community.

 

The Cultural Division ("Division") is proposing to restructure the cultural grants program ("Grants Program") to achieve a more objective and strategic approach to the grantmaking process. The Division believes the restructuring will allow for more measurable and long-lasting results that will enable the Division to more effectively execute its Grants Program to better serve the organizations and residents of Broward County. As part of the restructuring process, the Division has received input from Division staff, a grants task force, the Cultural Council ("Council"), and independent consultants who conducted a series of focus groups and phone interviews with community stakeholders, grantees, Division staff, and Council members.

 

Based on input received, Division staff revised the funding criteria and guidelines of the various grant programs in an effort to ensure a fair and equitable allocation of funds and to achieve greater impact, equity, efficiency, and transparency in the process used to provide financial support to arts and cultural organizations and artists. The proposed changes include decreasing the overall number of funding categories, clarifying the purpose of each funding category, and establishing grant guidelines for each grant award program. The changes also include the creation of a cultural Sponsorship Program, which will allow the County to provide funding support for art and cultural events and activities that are scheduled outside the normal annual grant application periods.

 

The proposed changes, which are recommended by the Division and County Administration, would authorize the Director of the Division to approve grant awards up to $5,000 and sponsorships up to $25,000, and would authorize the County Administrator to approve grant awards (with limited exception) up to $250,000 and sponsorships up to $50,000. All grant awards above $250,000 would require Board approval.

 

If adopted by the Board, the proposed changes will be effective beginning with the Fiscal Year 2022 Grant Program cycle.
