Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE ACTION.

 

This action supports the Commission's value of "approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable" and the goal to "effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care." The Master Contract provides standard provisions for grant contracts between the Council and the County that pertain to the well-being of Broward County’s elderly residents.

 

Since October 1, 1985, the Elderly and Veterans Services Division (“EVSD”) has been the lead agency in Broward County for services to the elderly population. EVSD administers various programs through contracts with the Council for providing case management and health support services. EVSD also subcontracts with home health and other community agencies for the provision of in-home, adult daycare, and other services. Functionally impaired individuals, 60 years of age and over, are eligible for services.

 

The Master Contract (Exhibit 2) is non-financial and sets forth the general terms and conditions applicable to Council grant contracts with the County that are funded by local, Florida General Revenue, and Older Americans Act (OAA) dollars. The applicable contracts incorporate the Master Contract by reference and include, but are not limited to, service provision under the OAA Title IIIE, Community Care for the Elderly, Home Care for the Elderly, and Alzheimer's Disease Initiative programs. The Master Contract is effective upon execution through December 31, 2022.

 

The Council is acting on behalf of the State of Florida. The Master Contract is in the State’s and Council’s standard contract format; thus, the Council will sign last. The Office of the County Attorney has reviewed and approved the Master Contract as to form.
