Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's Value of "encouraging investments in renewable energy, sustainable practices and environmental protection", with the Goal to "proactively lead in the planning, design and construction of projects supporting resilience and climate adaptation, including coordination with other entities to foster resilient design as part of local and regional projects, especially shore protection efforts".

 

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal of 25% for this project. LEO A DALY Company has committed to meet the CBE participation goal. To date, LEO A DALY Company has been paid $615,020 in fees eligible for CBE participation with CBE firms receiving $99,869, yielding an interim achievement of 16.24% participation (Exhibit 2).

 

On January 29, 2019 (Item No. 38), the Board of County Commissioners approved and executed the deliberately phased Agreement between Broward County and LEO A DALY Company, for predesign services, including programming, site analysis and public outreach, for the Medical Examiner’s Office and Broward Sheriff Office Crime Laboratory Combined Facility. The project site is located at 1625 NW 23rd Avenue, Fort Lauderdale.

 

The First Amendment to the Agreement allows for design, construction administration and post occupancy/warranty services for the project intended to be constructed on a vacant parcel approximately seven acres in size. The building area is programmed to be approximately 175,000 square feet. The new combined facility is anticipated to be organized as a multi-story building or series of buildings with operational and functional synergies and include a multi-level parking garage. The new building(s) are to be designed as “essential facilities” (Exhibit 1).

 

Staff held four negotiation meetings culminating with a final meeting on October 17, 2020. These meetings were attended by representatives of LEO A DALY Company, the Construction Management Division and the Office of the County Auditor.

 

The Motion seeks approval to extend the Agreement an additional five years from date of execution of the First Amendment to accommodate construction administration and post occupancy/warranty services. In essence, this Amendment provides the services needed on the project through construction and post-occupancy.
