Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.31.a.4, Award Authority, Board approval is required for awards exceeding $500,000.

Allows for expedited approval of the resultant Agreement in order to meet project timelines in providing deliberately phased professional consulting services for high capacity transit corridors in connection with the transit systemwide study, planning, environmental analysis, and preliminary engineering design.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 30% for this Agreement. WSP USA, Inc. has committed to 30% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 1).

 

The purpose of the Agreement with WSP USA, Inc. is to provide deliberately phased professional consulting services for high capacity transit corridors in connection with the transit systemwide study, planning, environmental analysis, and preliminary engineering design.

 

On June 16, 2020 (Item No. 91), the Board approved Request for Proposals (RFP) TRN2120307P1, Transit Systemwide Study, Planning, and Preliminary Design.

 

At the time of the RFP advertising deadline, July 22, 2020, there were six submittals including: (1) AECOM Technical Services, Inc.; (2) Atkins North America, Inc.; (3) Gannett Fleming, Inc.; (4) Jacobs Engineering Group, Inc.; (5) T.Y. Lin International; and (6) WSP USA, Inc.

 

An initial Evaluation Committee meeting was held on September 28, 2020. The Evaluation Committee determined all firms were both responsive and responsible.

 

On October 21, 2020, a Final Evaluation Meeting was held. After presentations, evaluation, scoring and ranking, the Evaluation Committee named WSP USA, Inc. as the first-ranked firm.

 

The Evaluation Committee’s proposed recommendation of ranking was posted on the Purchasing Division’s website from October 29-November 2, 2020, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.

 

The Evaluation Committee’s final recommendation of ranking was posted on the Purchasing Division’s website from November 3-November 9, 2020, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.

 

On November 13, 2020, County Administration approved the Evaluation Committee’s final ranking of qualified firms and authorized staff to proceed with negotiations.  Negotiations are underway and should be concluded over the Board’s winter recess.
