Summary Explanation/Background

The Office of the County Attorney has completed a comprehensive rewrite of the Procurement Code with the following goals: (1) to simplify, streamline, and clarify; (2) to codify Board direction and key practices not currently captured in the Procurement Code; and (3) to update to reflect best practices.  To facilitate this significant undertaking, we reviewed the procurement codes of other Florida counties and other model codes, and worked closely with the County’s Finance and Administrative Services Department, including the Director of Purchasing and other Purchasing Division staff, the Office of the County Auditor, and the Office of the County Administrator. 

 

The resulting document (Exhibit 3) is a comprehensive revision of the Procurement Code.  Because much of the revision was nonsubstantive (simplifying, restructuring, and reorganizing), the normal amendment format (showing deletions in strikethrough text and additions in underlined text) was not practical.  Therefore, we prepared a memorandum (Exhibit 4) to summarize the key changes.

 

Please note that the requested public hearing, if this item is approved, would not occur until January  26, 2021, to provide extra time to analyze and prepare any required amendments, including based on input received from stakeholders who frequently interact with the County on procurement matters.
