Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal for this Agreement of 24%. As of September 28, 2020, Brown and Caldwell has been paid $7,186,722 with $1,890,908 paid to CBE firms, yielding 26.3% CBE participation. (Exhibit 1).

 

On December 9, 2014 (Item No. 47), the Board of County Commissioners approved the Agreement between Broward County and Brown and Caldwell for Consultant Engineering Services for Reclaimed Water Plant Expansion, RFP No. R1060205P1 (Exhibit 2), for pre-design, design, bidding and engineering services during construction, for a total amount of $8,135,627 and a time for performance of 1,370 days.

 

On September 24, 2019 (Item No. 6), the Board of County Commissioners approved the First Amendment to the Agreement between Broward County and Brown and Caldwell for Consultant Engineering Services for Reclaimed Water Plant Expansion, RFP No. R1060205P1 (Exhibit 3), to extend the time for performance by 1,182 days, resulting in a total time for performance of 2,552 days, add a provision for Consumer Price Index adjustment and add new titles to the supplemental salary cost table.

 

The proposed Second Amendment to the Agreement provides additional compensation for engineering services during construction for the Reclaimed Water Plant Expansion Project (Exhibit 4). The original Agreement was negotiated with the consultant based upon an anticipated 20 months of construction and an estimated construction cost of $38 million. Since the initial negotiations, additional design was required to expand the scope of the new “Electrical Distribution Building No. 2” to include interconnects with two Florida Power & Light (FP&L) electrical substations and provide future generator capacity of six standby generators. Due to change in kilowatt level and discontinued FP&L service for aging transformers, multiple switchgear was also required. In addition, the scope for the new Chemical Building was expanded to accommodate future expansion of the disinfection system due to decreased reliability of the existing bulk storage facility. These improvements increased the construction cost to approximately $53 million and increased the overall project construction schedule to approximately 31 months. The scope and fee for the additional services are included in Exhibit 5.
