A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO HOLIDAYS; AMENDING SECTION 14.227 OF THE BROWARD COUNTY ADMINISTRATIVE CODE ("ADMINISTRATIVE CODE"); DESIGNATING JUNE 19 ("JUNETEENTH") AS AN OFFICIAL HOLIDAY FOR COUNTY EMPLOYEES; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO HOLIDAYS; CREATING SECTION 14.197 OF THE BROWARD COUNTY ADMINISTRATIVE CODE ("ADMINISTRATIVE CODE"); PROVIDING FOR OBSERVANCE AND EDUCATION OF JUNETEENTH ("JUNE 19"); AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

ACTION: (T-2:32 PM) Approved. Without objection, Commissioner Sharief requested that a Resolution be sent to the Broward County School Board as relates to including Juneteenth into the curriculum. (Refer to minutes for full discussion.)
Roll Call Vote: 5-3. Commissioner Rich voted in the affirmative telephonically. Commissioners Fisher, Furr, Ryan and Mayor Geller voted in the affirmative. Commissioners Holness, Sharief and Vice-Mayor Udine voted against this item. Commissioner Bogen was not present during the vote.

Why Action is Necessary
The Broward County Charter requires the posting of notice and a public hearing for adoption of amendments to the Broward County Administrative Code.

Enables the setting of a public hearing during which the Board may consider adopting a Resolution amending the Administrative Code to recognize and/or celebrate the Juneteenth holiday.

Summary Explanation/Background
June 19, also known as Juneteenth, commemorates the date in 1865 when the Union Army informed enslaved African Americans in Galveston, Texas, of their freedom from slavery and the end of the Civil War. Juneteenth is recognized as a holiday in more than 45 states, and several states and local governments have recognized Juneteenth as a paid day of leave for their employees.
At its meeting on December 8, 2020, the Board discussed honoring the Juneteenth holiday by establishing it as a paid County holiday (with or without deferred implementation) or as a day for County-sponsored events of celebration and education. Motion A and Motion B are presented as alternative motions.
Motion A, sponsored by Commissioner Holness, if approved, would establish Juneteenth as a paid County holiday. The fiscal analysis provided by the Office of Management and Budget is set forth in Exhibit 5. As requested during Board discussion, a proposed amendment (Exhibit 6) would, if approved, defer implementation as a paid holiday until fiscal year 2022.
Motion B, sponsored by Commissioner Ryan, would establish Juneteenth as a holiday to be celebrated and honored by County-sponsored events and education, but would not establish it as a paid County holiday.
