Why Action is Necessary

A-B. Section 20.31(b)(3), Broward County Administrative Code, requires that the Board of County Commissioners (“Commission”) approve all state and federal grant agreements.

 

Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Commission’s value of “approaching human services collaboratively and compassionately with special emphasis on the most vulnerable,” and the goal to “deliver evidence-based services to the public and connect customers and their family members to sustainable support with special emphasis on financial supports.”  Funding from the FNCAC will be used to train staff at the Nancy J. Cotterman Center (“NJCC”) who provide prevention and intervention services to child victims of sexual and physical abuse.

 

The FNCAC provided notice of the License Plate and Voluntary Contribution Award of non-competitive grant funding on September 22, 2020. The Agreement with the FNCAC was finalized on January 6, 2021.

 

Section 320.08058(40), Florida Statutes provides for the Stop Child Abuse License Plate which incurs a special annual fee that is distributed to the Children’s Home Society of Florida and the FNCAC. Section 320.02(16)(n), Florida Statutes, provides that the FNCAC distribute the proceeds from the Voluntary Contribution Program equitably among the network members. The FNCAC distributes these funds to accredited Children’s Advocacy Centers such as the NJCC. Broward County received its first award from the FNCAC in Fiscal Year 2010 and has been receiving the award on an annual basis since then.

 

The deliverables include the submission of semiannual reports indicating the use of funds for funder approved activities. These reports are due for submission on January 15, 2021 and July 31, 2021.

 

The Agreement (Exhibit 2) is in the FNCAC’s format and has been approved as to form by the Office of the County Attorney. The FNCAC accepted most of the edits requested by the County except for two scrivener’s errors. The FNCAC will sign following Commission approval.
