Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established this as a reserved contract for County Business Enterprise (CBE). ENCO, LLC, a certified CBE firm, met the CBE requirements for this solicitation, which the OESBD reviewed and approved (Exhibit 2).
This contract provides the furnishing of all labor, materials, equipment, services, and incidentals for the construction of approximately 10,000 linear feet of potable water main lines at Broward County Fort Lauderdale-Hollywood International Airport (Airport). Based on the Airport’s Water Main Master Plan, the project is part of a multi-phased approach of upgrading the existing water main system to enhance future capabilities for future domestic water demands at the Airport. The project will replace and install the water main located on the north side of Perimeter Road, which will complete the water main loop on the perimeter of the Airport. In addition, the temporary fire service connection at Broward County Aviation Department Maintenance Facility currently connects to the City of Fort Lauderdale’s system. The new system will eliminate the need for the temporary fire service line connection to the Maintenance Facility and replace it with a connection to the Broward County Water and Wastewater Services water line (Exhibit 5).
The allowances incorporated into this contract in the amount of $43,000 are for permit fees. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor's actual cost without mark-up.
This procurement carries a 100% performance and payment guaranty. The purchasing agent confirmed with the surety that ENCO, LLC has the capacity to obtain the required guaranty.
The Broward County Aviation Department has reviewed the bid submitted by ENCO, LLC and concurs with the recommendation for award (Exhibit 3). Two performance evaluations were completed for ENCO, LLC; the firm has an overall rating of 3.80 out of a possible 5.
The prices submitted are fair and reasonable based on the engineer's cost estimate (Exhibit 4).
There was no protest or appeal filed regarding this procurement.
The bid validity for this project expired on January 21, 2021. ENCO, LLC agreed to extend the bid validity through February 15, 2021 for Bid No. PNC2121131C1.
The bid posted on August 6, 2020 and opened on September 23, 2020; 12 bids were received with zero declinations (Exhibit 1).
