MOTION TO ADOPT Resolution No. 2021-026 directing the County Administrator to publish Notice of Public Hearing to be held on February 23, 2021, at 10:00 a.m., in Room 422 of the Governmental Center to consider transmittal of an amendment to the Broward County Comprehensive Plan to designated state agencies, the title of which is as follows:
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, TRANSMITTING TO DESIGNATED STATE AGENCIES PROPOSED AMENDMENTS TO THE BROWARD COUNTY COMPREHENSIVE PLAN TEXT; AMENDING COMPREHENSIVE PLAN TEXT RELATED TO THE DEEPWATER PORT COMPONENT AND THE TRANSPORTATION ELEMENT; AND PROVIDING FOR AN EFFECTIVE DATE.

Section 163.3184(11), Florida Statutes requires Broward County to publish notice of public hearing to adopt comprehensive plan amendments.

Previous Action Taken
On June 16, 2020, the Board adopted the Port Everglades Master/Vision Plan Update. On September 10, 2020, the Board directed staff to update the comprehensive plan’s Deepwater Port Component for consistency with the Port’s Master/Vision Plan Update.
Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT, THE LOCAL PLANNING AGENCIES, AND THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The proposed amendments update the Deepwater Port Component and Transportation Element to ensure consistency between the Deepwater Port Component and the Port Master Plan, including use of current and equivalent data and analysis, as well as non-substantive, “house-keeping” changes, such as updated plan references and dates. The Staff Report (Exhibit 1) provides a line-item list of each amendment. Attachments A and B of Exhibit 1 provide the full document with the included amendments.
On December 14, 2020, the Environmental Protection and Growth Management Department Local Planning Agency, at a public hearing, recommended that the Board find proposed Broward County Comprehensive Plan amendment consistent with the BrowardNEXT2.0 Broward County Comprehensive Plan and transmit the amendment to the designated state review agencies.
