Section 163.3184(11), Florida Statutes, requires Broward County to publish notice of public hearings to adopt comprehensive plan amendments.

On August 25, 2020, the Board adopted a Motion to Approve initiation of amendments to the BrowardNEXT2.0 Comprehensive Plan’s Water Management Element.

 

Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT, THE LOCAL PLANNING AGENCY, AND THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

On March 28, 2019, the Board adopted the BrowardNEXT2.0 Comprehensive Plan.  BrowardNEXT2.0 was a comprehensive plan rewrite, and the Water Management Element includes policies that address the impacts of sea level rise on water management infrastructure. Policy WM 2.8 requires identification of water infrastructure at risk from the impacts of sea level rise. Policy WM 3.10 requires Broward County to collaborate with utilities, drainage districts, and the South Florida Water Management District ensure adequate water supply facilities including the consideration of impacts from sea level rise.  These policies need to be updated to reflect the 2019 Sea Level Projections Update.

 

On March 10, 2020, the Board adopted the 2019 Unified Sea Level Projections Update.

 

On August 25, 2020, the Board adopted a Motion to Approve Initiation (Agenda Item 36) of amendments to the BrowardNEXT2.0 Comprehensive Plan’s Water Management Element to reflect the 2019 Sea Level Projections Update. The proposed amendments to Policies WM 2.8 and WM 3.10 are included in Exhibit 1, Attachment A.

 

On December 14, 2020, the Environmental Protection and Growth Management Department Local Planning Agency, at a public hearing, recommended that the Board find proposed Broward County Comprehensive Plan amendment consistent with the BrowardNEXT2.0 Broward County Comprehensive Plan and transmit the amendment to the designated state review agencies.
