Why Action is Necessary
A Resolution directing the County Administrator to publish notice of public hearing to consider adoption of the Resolution Amending the Broward County Administrative Code was adopted by the Board of County Commissioners at its meeting of January 12, 2021.

What Action Accomplishes
Permits the Board to consider adoption of a Resolution amending the Broward County Administrative Code to establish time limits for public speakers when multiple agenda items are heard together.

Summary Explanation/Background
The Broward County Administrative Code provides certain time limits for public comment on agenda items at meetings of the County Commission. If five (5) or fewer individuals are registered to speak on an agenda item, each individual may speak for three (3) minutes; if more than five (5) individuals are registered to speak on an agenda item, the speaking time is reduced to two (2) minutes per speaker.

The current procedures do not address how to calculate time limits when multiple agenda items are heard together. The proposed Resolution, if adopted, would establish that when multiple agenda items are heard together, the items are treated as a single item for purposes of determining speaker time limits; however, any individual registered to speak on more than one of the items being heard togeth...
