MOTION TO DISCUSS rabies registration tag issuance and renewal process by the Animal Care and Adoption Division; and (i) direct staff to evaluate the assumptions regarding those functions contained in the Office of the County Auditor's Audit of the Animal Care and Adoption Division, Report No. 21-05 ("Audit Report"); (ii) provide information related to major counties that have outsourced said functions; (iii) conduct a feasibility analysis for outsourcing the rabies registration tag issuance and renewal process, including projected cost and anticipated increase in compliance; and (iv) provide a report to the Board on the foregoing within 30 days. Summary Explanation/Background
The Audit Report, issued on December 16, 2020, indicated that "[b]ased on pet ownership statistics and the number of households in Broward County, the County issues licenses for only 17% of all pets...resulting in approximately $13 million dollars in lost revenue." Additionally, the Audit Report indicated that pet licensing sales have decreased annually from 2016 through 2019, that the number of licenses issued monthly also appears to be decreasing year after year and recommended that pet registration tag issuance and renewals be outsourced.
This agenda item provides an opportunity for the Board to discuss the County Auditor's recommendation and to provide necessary direction to staff as specified in the motion statement.
