Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 30% for this project. The OESBD determined that this project is not subject to the Broward County Workforce Investment Program (Exhibit 2).
The purpose of this solicitation is to engage the services of up to three qualified firms to provide professional consulting services to perform pre-design, design services, construction administration and resident project representative services for new building construction and modifications, alterations and improvements to existing buildings, structures, offices, and accessory buildings that are landside and airside at Broward County’s Fort Lauderdale-Hollywood International Airport and North Perry Airport.
The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with multiple evaluation criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Due to the requirements of the Consultants’ Competitive Negotiation Act (CCNA), this RFP will not use price as an evaluation criterion; therefore, proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP (Exhibit 1).
The RFP has been reviewed with the County Auditor’s Office and all matters were addressed.

Fiscal Impact/Cost Summary
Each open-end contract for up to three consultants is for a three-year initial term and two one-year optional renewal periods, for a maximum not-to-exceed initial amount of $5,000,000 per firm, for a total not-to-exceed initial amount of $15,000,000 for up to three firms. Each individual work authorization will be funded by the appropriate source at the time of release.
