Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25% for this Agreement. WSP USA Inc. has committed to  25% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 3).

 

This Agreement provides for professional consultant services for the design of a Port Everglades by-pass road from SR-5/US-1/SR-A1A to North of SE 20th Street. The road improvements also include two bridges, signage and pavement markings, signalization, lighting, port security checkpoint, and intelligent transportation systems infrastructure (Exhibit 2).

 

On December 3, 2019 (Item No. 78), the Board approved Request for Proposals (RFP) No. PNC2119973P1, Consultant Services for Port Everglades By-Pass Road.  Six firms submitted proposals in response to the RFP.

 

On May 7, 2020, an Initial Evaluation Meeting was held. The Evaluation Committee determined all six firms were both responsive and responsible to the RFP requirements and voted in favor of all advancing to be numerically scored and ranked by the Evaluation Committee. 

 

On June 5, 2020, a Final Evaluation Meeting was held. After presentations, evaluation, scoring and ranking, the Evaluation Committee named WSP USA Inc. as the first-ranked firm.

 

The Evaluation Committee’s proposed recommendation of ranking was posted on the Purchasing Division website from June 17 - 19, 2020, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.  No additional information was submitted within this timeframe.  

 

The Evaluation Committee’s final recommendation of ranking was posted on the Purchasing Division website from June 22 - 26, 2020, which provided an opportunity for any aggrieved proposer to file a formal protest.  There was no protest filed within this timeframe.

 

On July 1, 2020, the County Administrator approved the Evaluation Committee’s final ranking of qualified firms and authorized staff to proceed with negotiations.

 

Four meetings were held to negotiate this Agreement: September 1, September 9, September 16, and September 23, 2020. These meetings were attended by representatives from WSP USA Inc., the Highway Construction and Engineering Division and the Purchasing Division.

The Agreement has been reviewed and approved as to form by the County Attorney’s Office.

 

The amounts referenced is this agenda were rounded to the nearest whole dollar.  Vendor payments will be based on the actual negotiated amount. The Agreement Summary reflects the award amount (Exhibit 1).

Fiscal Impact/Cost Summary

The source of funding for this project is the Constitutional Gas Tax Capital Fund. The Florida Department of Transportation will reimburse the County up to a maximum participation amount of $1,025,017 of the design cost through the State-Funded Grant Agreement - County Incentive Grant Program approved by the Board on December 1, 2020 (Item No. 4).
