Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Value for “Cooperatively delivering an efficient and accessible regional intermodal transportation network”; its Goals to “Provide a safe, sustainable, integrated and efficient transportation system to enhance Broward County’s economy and livability” and “Support the development, design and construction of sustainable, multi-modal facilities throughout the County, to meet the demands of residents, travelers, and businesses.”

 

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise participation goal of 30% for this project. Keith & Associates, Inc. has committed to 30% CBE participation, which has been reviewed and approved by the OESBD. The OESBD determined that this project is not subject to the Workforce Investment Program (Exhibit 2).

 

The purpose of this Agreement is to provide consulting services for Pompano Park Place complete streets project from Powerline Road to South Cypress Road (Exhibit 1).

 

On January 28, 2020 (Item No. 42), the Board approved the Request for Proposals (RFP) No. PNC2120039P1, Consulting Services for Pompano Park Place from Powerline Road to South Cypress Road. Six firms submitted proposals in response to the RFP.

 

On April 27, 2020, an Initial Evaluation Meeting was held. The Evaluation Committee determined that all six firms were both responsive and responsible to the RFP requirements and voted in favor of them advancing to the Final Evaluation Meeting to be numerically scored and ranked by the Evaluation Committee.

 

On May 11, 2020, a Final Evaluation Meeting was held. After evaluation and ranking, the Evaluation Committee named Keith & Associates, Inc. as the first-ranked firm.

 

The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from May 22 - 27, 2020, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.

 

On June 22, 2020, the County Administrator approved the Evaluation Committee's final ranking of the qualified firm and authorized staff to proceed with negotiations.

 

Five negotiation meetings were held to negotiate this Agreement: June 30, August 7, August 31, September 28, and October 28, 2020. These meetings were attended by representatives of Keith & Associates, Inc., staff from the Highway Construction and Engineering Division, the County Attorney’s Office, and the Purchasing Division.
