Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development established a County Business Enterprise (CBE) Reserve for eight of the resultant agreements based upon the respective locations and a County Small Business Enterprise (SBE) Reserve for six of the agreements based upon the respective locations identified in this Request for Proposals (RFP) (Exhibit 2).
The purpose of this RFP is to engage the services of qualified CBE and SBE firms to provide janitorial services for various Broward County locations for basic cleaning of restrooms, offices, and floors including cleaning supplies, paper products, pressure cleaning, windows, air quality, emergencies, additional services needed, and pass-thru items as outlined in this RFP (Exhibit 1).
This RFP will result in a total of 14 agreements and all are subject to the Broward County Workforce Investment Program.
In accordance with the Living Wage Ordinance, Section 26-101(k), as amended, these services are subject to the Living Wage.
The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for ranking of firms based on predefined evaluation criteria. This process provides the County with contracts from firms that are qualified and offer the best-negotiated price.
A Pre-Advertisement Meeting was held on December 4, 2020. All registered janitorial and custodial services firms were notified by the Office of Economic and Small Business Development of the scheduled meeting. The meeting was held to alert the vendor community of the County’s plan to advertise this RFP for janitorial services for various Broward County locations and to respond to any vendor feedback.
