Why Action is Necessary
Motions A. and B.: In accordance with Section 332.0075, Florida Statutes, a governing body must approve, award, or ratify all contracts on behalf of a commercial service airport valued in excess of the threshold amount provided in Section 287.017, Florida Statutes, for Category Five ($325,000).
What Action Accomplishes
Motion A: Provides for the sole source, sole brand designation of Arconas Corporation for the purchase of airport seating, parts, and materials at the Broward County’s Fort Lauderdale-Hollywood International Airport for the Aviation Department.
Motion B: Provides for the approval of an additional $75,000 to the previously awarded amount of $305,000 for a total award amount of $380,000 over three years with no renewals, for the purchase of airport seating, parts, and materials at the Broward County’s Fort Lauderdale-Hollywood International Airport, for the Aviation Department.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT/MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The purpose of this contract is to provide an open-end contract for the purchase of Arconas brand seating in Terminal 2 of Broward County’s Fort Lauderdale-Hollywood International Airport (Airport), and for the purchase of replacement parts and materials for the existing Arconas brand Bernu Aero seating system in Terminals 1, 3 and 4, to ensure uniformity and functionality of seating throughout the terminals at the Airport.
There is no alternative source for replacement parts on the Arconas seats. A solicitation was posted requesting prospective vendors to provide information regarding their ability to supply the described commodity of Arconas brand seating, parts, and materials. There were no other vendors that responded to the solicitation. Upon reviewing the information received, a notice was posted to inform vendors of the intended decision to enter a single-source purchase contract. The due diligence, as required by Chapter 287, Florida Statutes, for an exception to the competitive-solicitation requirements for the purchase of commodities for a commercial service airport was completed (Exhibit 1).
On January 7, 2021, the Director of Purchasing approved Contract No. OPN2121319Q1, Arconas Seating and Replacement Parts, for a not-to-exceed amount of $305,000. The County’s current usage on this contract to date is $196,995 (Exhibit 2).
The Aviation Department estimates a total of $400,000 (which includes $20,000 for pass-thru allowances) of seating, parts, and materials will be needed over the period of the contract term.
