Why Action is Necessary

Motion A: In accordance with the Broward County Procurement Code, Section 21.73.c., Board approval is required for change orders of $250,000 or more.

 

Motion B: In accordance with the Broward County Procurement Code, Section 21.73.c., Board approval is required for a change order allowance increase exceeding 10% of the original contract amount.

 

What Action Accomplishes

Motion A: Extends the contract duration by 240 days, and provides funding for additional work for the Roadway & Garage Wayfinding Signage project at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”).

 

Motion B: Increases the change order allowance for the Roadway & Garage Wayfinding Signage project at FLL for any potential change orders for the remainder of the construction contract.

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

 

The Office of Economic and Small Business Development (“OESBD”) established a County Business Enterprise (“CBE”) goal of 20% for this Agreement. Horsepower Electric, Inc. (“Horsepower”) committed to 20.79% CBE participation. To date, Horsepower has been paid $13,975,398 and has paid CBE firms $3,041,973, for 21.77% participation (Exhibit 2).

 

On June 12, 2018 (Item No 84, Motion B), the Board delegated authority to the County Administrator to approve and execute the Agreement between Broward County (“County”) and Horsepower, for the Roadway & Garage Wayfinding Signage (“Wayfinding Signage”) project in the amount of $14,664,747, which included six allowance accounts in the total amount of $320,000, to be substantially completed within 365 calendar days from the Project Initiation Date listed in the Second Notice to Proceed.

 

On March 26, 2020, the Director of Purchasing approved the First Amendment to the Agreement to modify Article 21.6, Stored Material and Equipment (on site), to allow for payments for materials and equipment stored off-site for use in the Project. 

 

The Wayfinding Signage project provides signage improvements throughout FLL and includes the addition of dynamic curbside, roadway and garage signs, and replacement of faded static roadway signs. To date, Horsepower has completed all work in accordance with the FLL Signage and Wayfinding Master Plan and has installed 5,390 signs throughout the airport campus. 

Motion A

This action will extend the contract duration by 240 days and provide funding for additional work for the Wayfinding Signage project at FLL.

 

During the design implementation of the Wayfinding Signage project, the Rental Car Center (“RCC”) was also considered and evaluated for new signage. Due to ongoing changes within the RCC and the shifting of Rental Car Companies to different floors, Broward County Aviation Department (“BCAD”) staff determined that the RCC work should be delayed until all the changes were implemented. With placement of the RCC car rental companies, the BCAD is using this as an opportunity to complete this minimal portion of work, which will have a significant impact on the facility and be an added amenity to the traveling public. 

The requested funding will provide for fabrication and installation of an additional 286 signs, including directional, wayfinding and placards, both within the RCC and curbside. The work is expected to be completed by November 2021, and will provide a consistent wayfinding experience as passengers travel through the RCC, towards the terminals, curbside, or garages. 

 

Approval of Change Order No. 10 extends the contract duration by 240 days and increases the Agreement amount by $1,203,445, for a revised total Agreement amount of $16,663,700. This action also increases the change order allowance for the Wayfinding Signage project at FLL by 8.21% providing for changes as they occur for the remainder of the construction contract.

 

Motion B

On July 21, 2020, the Director of Purchasing approved an increase in the change order allowance from 5% to 5.68% for costs associated with additional signage removal, signage structure additions and relocation, revised pavement markings, and the incorporation of lightning detectors on the overhead garage signage. Change Order No. 10 as part of Motion A increases the change order allowance for the Wayfinding Signage project at FLL by 8.21% for a total 13.89% allowance.

 

Approval of Motion B increases the change order allowance from 13.89% to 15% in order to allow for BCAD to address any unforeseen circumstances in the last phase of the Wayfinding Signage project at the RCC.

 

These actions have been reviewed and approved as to form by the Office of the County Attorney.
