In accordance with the Broward County Procurement Code, Section 21.31.a.4, Board approval is required for awards exceeding $500,000.
What Action Accomplishes
Awards a deliberately phased professional consulting services contract to WSP USA, Inc. for the completion of a transit systemwide study that will identify and develop high-capacity transit corridors and a comprehensive multimodal connected transportation system. It will include planning, economic benefits analysis, land use and housing benefits analysis, NEPA/environmental analysis, and preliminary engineering design. The contract will provide recommendations regarding the feasibility of adopting rail, bus rapid transit (BRT) and other modes of transportation into the County’s current transit system. The study will prioritize and rank BRT and rail corridors. The highest ranked BRT and rail corridor will each be taken to 30% design.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT AND THE PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Vision and Values of “Cooperatively delivering an efficient and accessible regional intermodal transportation network” and “Ensuring economic opportunities for Broward’s diverse population and businesses”.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 30% for this Agreement. WSP USA, Inc. has committed to 30% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 2).
Through this multi-year professional consulting services contract (Exhibit 1) with WSP USA, Inc. (WSP), high-capacity transit corridors will be identified and subsequently developed. The scope of work will be deliberately phased based on the results of an initial Transit Systemwide Study, planning, environmental analysis, and preliminary engineering design. WSP will provide an analysis that identifies suitable transit capital and operational investments on major corridors in Broward County and provide recommendations for implementing corridor-based Bus Rapid Transit (BRT) and rail on corridors identified in the Transit Systemwide Study. WSP will develop preliminary engineering and/or associated architectural, and urban designs for major capital rail segments and BRT identified in the Transit Systemwide Study, up to 30% design for each. The contract will also provide project management and technical support to augment County staff within its planning; coordination; engineering/design; development of construction specifications; contract and bidding document development; review of project development and environmental (PD&E)/National Environmental Policy Act (NEPA) documents; review of multi-modal feasibility studies; bid/award support and concurrence; project; etc.
As background, on June 16, 2020 (Item No. 91), the Board approved Request for Proposals (RFP) No. TRN2120307P1, Transit Systemwide Study, Planning, and Preliminary Design.
At the time of the RFP advertising deadline, July 22, 2020, there were six submittals including: (1) AECOM Technical Services, Inc.; (2) Atkins North America, Inc.; (3) Gannett Fleming, Inc.; (4) Jacobs Engineering Group, Inc.; (5) T.Y. Lin International; and (6) WSP USA, Inc.
An initial Evaluation Committee meeting was held on September 28, 2020. The Evaluation Committee determined all firms were both responsive and responsible.
On October 21, 2020, a Final Evaluation Meeting was held. After presentations, evaluation, scoring and ranking, the Evaluation Committee named WSP USA, Inc. as the first ranked firm.
The Evaluation Committee’s proposed recommendation of ranking was posted on the Purchasing Division’s website from October 29-November 2, 2020, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.
The Evaluation Committee’s final recommendation of ranking was posted on the Purchasing Division’s website from November 3-9, 2020, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
On November 13, 2020, the Assistant County Administrator approved the Evaluation Committee’s Final Ranking of qualified firms and authorized staff to proceed with negotiations. Five negotiation meetings were held to negotiate this Agreement: December 14, December 17, and December 22, 2020; and January 7 and January 29, 2021. These meetings were attended by representatives of WSP USA, Inc., all 19 sub-consultants, staff from the Transportation Department, County Auditor’s Office, County Attorney’s Office, and the Purchasing Division.

This project was approved as eligible for surtax funding by the Transportation Surtax Oversight Board and included in the approved Broward County Fiscal Year 2020 Capital Budget.
