Summary Explanation/Background

THE OFFICE OF REGIONAL COMMUNICATIONS AND TECHNOLOGY RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

As a result of the Covid-19 pandemic, a need was recognized to extend the functionality of 911 calltaking positions beyond the PSAP. ORCAT designed and executed a successful proof of concept program which was completed in April 2020.

 

The proposed Work Authorization No. 15 is being executed to acquire, install, and deploy 30 additional remote 911 consoles that will be used for training and 911 call processing for each of the 911 call answering centers. The remote 911 consoles provide the same call taking functions that are available within the 911 call answering centers. The current System and Services Agreement with Intrado Life & Safety Incorporated (f.k.a. West Safety Solutions) was executed on December 5, 2017. The existing contract expires in September of 2023.

 

The First Amendment was executed on August 3, 2020 to add a Service Level Agreement to account for the cloud-based Power Metrics Advanced Reporting System. In addition, the First Amendment incorporated a new requirement for Intrado Life & Safety to initiate a failover of Broward County’s VIPER Phone System, should there be a system failure that warrants an immediate failover. The First Amendment also included newly defined service credit terms and conditions.

There are no changes to the Not-to-Exceed amounts of the existing Agreement, nor to the length of time for the term of the agreement.

 

The Director of Purchasing has already executed Work Authorizations under this Agreement that, when combined with Work Authorization No. 15, would exceed the Director’s authority under Section 21.14 of the Broward County Administrative Code.  Therefore, this Work Authorization requires Board approval.  Due to the expectation that additional Work Authorizations may be needed prior to the expiration of the current agreement, this agenda item would also reestablish the director of purchasing delegated approval authority, which is up to $500,000.

Fiscal Impact/Cost Summary

The funding for the hardware, software, and services associated with Work Authorization No. 15 is available through the State of Florida’s E9-1-1 Fund. There is no expected impact to the General Fund.
