MOTION TO APPROVE Contract extension between Broward County and Triangle Services of Florida, Inc., for Contract No. R1214808P1_1, Janitorial Services for Various County Facilities (Branch Libraries - Contract No. 1). This will increase the contract threshold in the not-to exceed amount of $2,583,483, which includes $1,000 for allowances, for a period of six months with an additional six months on a month-to-month basis, for a period not to exceed 12 months or until a replacement contract is awarded, whichever comes first. The six-month extension request will extend the contract from April 1, 2021 to September 30, 2021 and include an additional six months on a month-to-month basis from October 1, 2021 to March 31, 2022.

MOTION TO APPROVE Contract extension between Broward County and Chi-Ada Corporation., for Contract No. R1214808P4_1, Janitorial Services for Various County Facilities (Large Facilities - Group 3 - Contract No. 4). This will increase the contract threshold in the not-to exceed amount of $1,011,181, which includes $1,000 for allowances, for a period of six months with an additional six months on a month-to-month basis, for a period not to exceed 12 months or until a replacement contract is awarded, whichever comes first. The six-month extension request will extend the contract from April 1, 2021 to September 30, 2021 and include an additional six months on a month-to-month basis from October 1, 2021 to March 31, 2022.

MOTION TO APPROVE Contract extension between Broward County and McKenzie Cleaning, Inc., for Contract No. R1214808P10_1, Janitorial Services for Various County Facilities (Small Facilities - Group 1 - Contract No. 10). This will increase the contract threshold in the not-to exceed amount of $159,776, which includes $1,000 for allowances, for a period of six months with an additional six months on a month-to-month basis, for a period not to exceed 12 months or until a replacement contract is awarded, whichever comes first. The six-month extension request will extend the contract from April 1, 2021 to September 30, 2021 and include an additional six months on a month-to-month basis from October 1, 2021 to March 31, 2022.

This will increase the contract threshold in the not-to exceed amount of $2,067,947, which includes $1,000 for allowances, for a period of six months with an additional six months on a month-to-month basis, for a period not to exceed 12 months or until a replacement contract is awarded, whichever comes first. The six-month extension request will extend the contract from April 1, 2021 to September 30, 2021 and include an additional six months on a month-to-month basis from October 1, 2021 to March 31, 2022.

This will increase the contract threshold in the not-to exceed amount of $307,859, which includes $1,000 for allowances, for a period of six months with an additional six months on a month-to-month basis, for a period not to exceed 12 months or until a replacement contract is awarded, whichever comes first. The six-month extension request will extend the contract from April 1, 2021 to September 30, 2021 and include an additional six months on a month-to-month basis from October 1, 2021 to March 31, 2022.

Why Action is Necessary
In accordance with Broward County Procurement Code, Sections 21.31.a.4 and 21.31.g, Award Authority, Board Approval is required for awards exceeding $500,000 and exceeding a period of five years.
What Action Accomplishes
Allows for continued janitorial services at various Broward County facilities and locations and provides an opportunity for the solicitation of the replacement contract.

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established the following goals.
Motion A - 30% County Business Enterprise (CBE) Goal.
Motion B - 30% County Business Enterprise (CBE) Goal.
Motion C - Small Business Enterprise (SBE) Reserve Goal.
Motion D - 30% County Business Enterprise (CBE) Goal.
Motion E - County Business Enterprise (CBE) Reserve Goal.
In accordance with the Broward County Workforce Investment Program, Broward County Administrative Code, Section 19.211, these services are subject to the Workforce Investment Program. All janitorial vendors agreed to be bound to the contractual obligations of the Workforce Investment Program.
Motion A. On December 22, 2015, the contract was awarded by the Purchasing Director to Triangle Services of Florida, Inc. in the estimated not-to-exceed amount of $4,011,277 for a two-year initial term, including three one-year renewals in the five-year potential estimated amount of $10,396,482. The contract began on January 1, 2016 and is due to expire March 31, 2021. This contract provides services to all Branch Libraries.
Motion B. On December 22, 2015, the contract was awarded by the Purchasing Director to Chi-Ada Corporation in the estimated not-to-exceed amount of $1,464,731 for a two-year initial term, including three one-year renewals in the five-year potential estimated amount of $3,796,308. The contract began on January 1, 2016 and is due to expire March 31, 2021. This contract provides services to Broward Sheriff’s Office Public Safety Complex.
Motion C. On December 8, 2015 (Item No. 28), the Board of County Commissioners awarded Contract No. R1214808P10_1 to McKenzie’s Cleaning, Inc. in the not-to-exceed amount of $369,641, for an initial two-year term, and authorized the Director of Purchasing to renew the Agreement for three one-year periods, for a five-year potential estimated amount of $924,103. The contract began on January 1, 2016 and is due to expire March 31, 2021.This contract provides services to Clerk of Courts, State Attorney’s Office, Employee Assistance Program, and the Public Defender’s Office.
Motion D. On February 17, 2016, the contract was awarded by the Director of Purchasing to Triangle Services of Florida, Inc. in the estimated not-to-exceed amount of $3,384,614 for a two-year initial term, including three one-year renewals in the five-year potential estimated amount of $8,772,288. The contract began on February 17, 2016 and is due to expire March 31, 2021. This contract provides services to Broward County Judicial Complex West Building, Bridge 4 and Bridge 5.
Motion E. On December 8, 2015 (Item No. 28), the Board of County Commissioners awarded Contract No. R1214808P15_1 to MCJ Professional Cleaning Services in the not-to-exceed amount of $557,549, for an initial two-year term, and authorized the Director of Purchasing to renew the Agreement for three one-year periods, for a five-year potential estimated amount of $1,393,873. The contract began on December 8, 2015 and is due to expire March 31, 2021. This contract provides services to various facilities at Port Everglades.
