Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established the following goals.
Motion A - 30% County Business Enterprise (CBE) Goal.
Motion B - 30% County Business Enterprise (CBE) Goal.
Motion C - Small Business Enterprise (SBE) Reserve Goal.
Motion D - Small Business Enterprise (SBE) Reserve Goal.
Motion E - Small Business Enterprise (SBE) Reserve Goal.
Motion F - Small Business Enterprise (SBE) Reserve Goal.
Motion G - Small Business Enterprise (SBE) Reserve Goal.
Motion H - Small Business Enterprise (SBE) Reserve Goal.
In accordance with the Broward County Workforce Investment Program, Broward County Administrative Code, Section 19.211, these services are subject to the Workforce Investment Program. All janitorial vendors agreed to be bound to the contractual obligations of the Workforce Investment Program.
Negotiations were held on February 11, 2021 and February 23, 2021 with representatives from the Facilities Management Division, Purchasing Division and L&B Janitorial Services, Inc. The negotiations resulted in increases to the contract pricing as noted in Exhibit A of each Amendment. The increases in contract threshold are attributable to the term of the contract extensions and increased demand for services related to COVID-19 activities from Broward County using agencies.
Motion A. On December 22, 2015, Contract No. R1214808P2_1 was awarded by the Purchasing Director to L&B Janitorial Services, Inc. in the estimated not-to-exceed amount of $1,947,780 for a two-year initial term, including three one-year renewals in the five-year potential estimated amount of $5,048,281. The contract began on January 1, 2016 and is due to expire March 31, 2021. This contract provides services to all BARC Central, BARC Booher and E.P. Mills Center (Exhibit 1).
Motion B. On December 22, 2015, Contract No. R1214808P3_1 was awarded by the Purchasing Director to L&B Janitorial Services, Inc. in the estimated not-to-exceed amount of $282,636 for a two-year initial term, including three one-year renewals in the five-year potential estimated amount of $732,540. The contract began on January 1, 2016 and is due to expire March 31, 2021. This contract provides services to Government Center West, West Regional Courthouse, Facilities Management District Office, Emergency Operations Center and West Regional Mass Transit (Exhibit 2).
Motion C. On December 8, 2015 (Item No. 28), the Board of County Commissioners awarded Contract No. R1214808P6_1 to L&B Janitorial Services, Inc. in the not-to-exceed amount of $282,636, for an initial two-year term, and authorized the Director of Purchasing to renew the Agreement for three one-year periods, for a five-year potential estimated amount of $706,590. The contract began on January 1, 2016 and is due to expire March 31, 2021. This contract provides services to seven Mass Transit locations (Exhibit 3).
Motion D. On December 8, 2015 (Item No. 28), the Board of County Commissioners awarded Contract No. R1214808P7_1 to L&B Janitorial Services, Inc. in the not-to-exceed amount of $151,616, for an initial two-year term, and authorized the Director of Purchasing to renew the Agreement for three one-year periods, for a five-year potential estimated amount of $151,616. The contract began on January 1, 2016 and is due to expire March 31, 2021. This contract provides services to the Broward County Medical Examiner’s Office (Exhibit 4).
Motion E. On December 8, 2015 (Item No. 28), the Board of County Commissioners awarded Contract No. R1214808P8_1 to L&B Janitorial Services, Inc. in the not-to-exceed amount of $381,827, for an initial two-year term, and authorized the Director of Purchasing to renew the Agreement for three one-year periods, for a five-year potential estimated amount of $954,568. The contract began on January 1, 2016 and is due to expire March 31, 2021. This contract provides services to the North Regional Courthouse (Exhibit 5).
Motion F. On December 8, 2015 (Item No. 28), the Board of County Commissioners awarded Contract No. R1214808P11_1 to L&B Janitorial Services, Inc. in the not-to-exceed amount of $381,827, for an initial two-year term, and authorized the Director of Purchasing to renew the Agreement for three one-year periods, for a five-year potential estimated amount of $971,478. The contract began on January 1, 2016 and is due to expire March 31, 2021. This contract provides services to BIC Landfill/North Transfer Station, Housing & Community Development, Elderly & Veteran Services and the Nancy J. Cotterman Center (Exhibit 6).
Motion G. On December 8, 2015 (Item No. 28), the Board of County Commissioners awarded Contract No. R1214808P12_1 to L&B Janitorial Services, Inc. in the not-to-exceed amount of $340,938, for an initial two-year term, and authorized the Director of Purchasing to renew the Agreement for three one-year periods, for a five-year potential estimated amount of $852,345. The contract began on January 1, 2016 and is due to expire March 31, 2021. This contract provides services to Animal Control South, Environmental Protection & Growth Management, Facilities Management South Regional Maintenance Office, Fleet Services No. 2 and No. 8, Lowrise Building, Mosquito Control, Parks & Recreation Complex and one Landfill location (Exhibit 7).
Motion H. On December 8, 2015 (Item No. 28), the Board of County Commissioners awarded Contract No. R1214808P13_1 to L&B Janitorial Services, Inc. in the not-to-exceed amount of $303,101, for an initial two-year term, and authorized the Director of Purchasing to renew the Agreement for three one-year periods, for a five-year potential estimated amount of $757,753. The contract began on January 1, 2016 and is due to expire March 31, 2021. This contract provides services to Fleet Services No. 3, Family Success Center Northwest and the Revenue Collection Auto Tag Agency (Exhibit 8).
These extensions will allow for the continuation of janitorial services while a replacement contract is being solicited. The solicitation for a replacement contract is on the agenda for the March 9, 2021 Commission meeting.
