Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT/PLANNING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development established a Disadvantaged Business Enterprise goal of 7% for this project (Exhibit 2).
The purpose of this solicitation is to engage the services of a qualified firm to provide professional consultant services and technical assistance in Technical Solutions for Advanced Planning Services for the Broward County Fort Lauderdale-Hollywood International Airport and the North Perry Airport. The scope of services consists of four categories: geographical information systems; dynamic planning and development management; airport modeling solutions; and general airport planning solutions.
Federal funding applies to this solicitation. Funding sources could include Federal Aviation Administration Airport Improvement Program, Florida Department of Transportation (FDOT) Work Program, FDOT Strategic Intermodal System and Broward County Aviation Department funding. Funding will be determined as specific projects are developed and deemed eligible.
The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services (Exhibit 1).
On November 23, 2020, the County Auditor issued the Director of Purchasing with Advisory No. 174 to communicate concerns and make recommendations regarding RFP No. TEC2120907P1. On February 4, 2021, an Advisory response and a revised solicitation were submitted to the County Auditor, which addressed all concerns listed in Advisory No. 174.
