Summary Explanation/Background

THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) established a Disadvantaged Business Enterprise (DBE) participation goal of 17%. Harris Miller Miller & Hanson, Inc. committed to 53% DBE participation. The participation plan was reviewed and approved by OESBD (Exhibit 2).

 

The purpose of the agreement is for a qualified firm to provide environmental planning and acoustical consulting services for the Broward County Fort Lauderdale-Hollywood International Airport and North Perry Airport (Exhibit 1).

 

On December 3, 2019 (Item No. 76), the Board approved Request for Proposals (RFP) No. PNC2119437P1, Environmental Planning and Acoustical Consulting Services. Three firms submitted proposals in response to the RFP.

 

On May 21, 2020, an Initial Evaluation meeting was held. The Evaluation Committee (EC) determined that all firms were both responsive and responsible to the RFP requirements and voted in favor of them advancing to the Final Evaluation to be numerically scored and ranked by the EC.

 

On June 8, 2020, a Final Evaluation meeting was held. After presentation, evaluation and ranking, the EC named Environmental Science Associates Corporation as the first-ranked firm, and Harris Miller Miller & Hanson, Inc. (HMMH) as the second-ranked firm.

 

The EC's proposed recommendation of ranking was posted on the Purchasing Division website from June 19-23, 2020, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.

 

The EC’s final recommendation of ranking was posted on the Purchasing Division’s website from June 24-July 1, 2020, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.

 

On July 10, 2020, the County Administrator approved the EC's final ranking of the qualified firms and authorized staff to proceed with negotiations. Three negotiation meetings were held to negotiate an agreement with HMMH: October 22, November 24, and December 10, 2020. These meetings were attended by representatives from HMMH, the Aviation Department, the County Attorney’s Office, and the Purchasing Division.
