Why Action is Necessary

A. Section 20.31(b)(3), Broward County Administrative Code, requires that the Broward County Board of County Commissioners (“Commission”) approve all state and federal grant agreements.

 

B. Section 129.06(2)(d), Florida Statutes requires a budget resolution to recognize revenue.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Commission’s value of "approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable" and the goal to "effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care." This Grant Agreement facilitates the provision of assessment, detoxification, and residential substance use disorder treatment for Ryan White Part B eligible, HIV-positive adult residents of Broward County served by the Broward Addiction Recovery Center.

 

The State of Florida, Department of Health (“DOH”) has allocated grant funding for this local government partnership to provide comprehensive substance use disorder assessment, medically supervised detoxification, and/or intensive residential treatment to meet the needs of Ryan White Part B eligible HIV-positive adult residents of Broward County. Participants must also be 18 years of age or older and experiencing a substance use disorder. The primary goal of this partnership is to reduce the spread of HIV/AIDS within Broward County by providing the counseling, education, and treatment needed to empower each HIV-positive client through the provision of effective behavioral health services.

 

Upon discharge from substance use treatment, clients are provided with the necessary transition support to continue outpatient substance use treatment and obtain effective linkages to Ryan White Part A core services such as ambulatory outpatient medical services, pharmacy services, case management, mental health treatment, and other related support services.

 

The Grant Agreement is currently under negotiation with DOH and is pending review and approval as to form by the Office of the County Attorney. The Grant Agreement will be in the state's standard format and it is customary for the County to sign first.
