This action is necessary to pay for a hotel foundation building permit from the City of Fort Lauderdale before the pending permit expires, and which requires Board approval as this expense is not included in FGMPs No. 1 or No. 2.

Summary Explanation/Background

This agenda item supports the Board's goal of increased economic strength and impact of revenue generating County enterprises balancing economic, environmental, and community needs.

 

The work authorized in the Master Development Agreement (Agreement) with Matthews Southwest (MSW) for the Convention Center Expansion and Headquarters Hotel project (Project) is phased with different project components, each with its own Guaranteed Maximum Price (GMP). The Board gave final approval for GMP No. 1 at the August 27, 2019 Regular Meeting (Item No. 44), and for GMP No. 2 at the November 5, 2019 Regular Meeting (Item No. 77).

 

The fee for the hotel foundation building permit is necessary to provide to the City of Fort Lauderdale before the pending permit expires. The City imposes a 60-day time limit for when approved permit fees have to be paid. The expiration date for the hotel foundation building permit is April 10, 2021. 

 

The County applied for permits for all remaining work for the Project and then put them on hold, but this particular permit was moved to completion so that when the County decides to restart the Project, we can do so without any regulatory review delays. This will provide time for the regulatory review and approval of the hotel vertical construction while the foundation work is completed, a step expediting completion of the project.

 

The City’s hotel foundation building permit review is complete, and the permit will be issued to the County once the permit fee has been paid.  It should be noted that the County still is able to request permit extensions, should it become necessary.  Once the County is ready to move forward with the foundation work, the Board will be asked to approve a new guaranteed maximum price for that element of work.
