Summary Explanation/Background

PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

The requested action supports the Board’s value of cooperatively delivering an efficient and accessible regional intermodal transportation network, and the related goal to support the development, design, and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses. The installation of recreational vessel mooring fields in coves near the Intracoastal Waterway and US A1A will provide members of the boating public, both residents and tourists, a place to tie up their vessels while visiting Hollywood North Beach Park and the surrounding area. The requested action also supports the Board’s value of cultivating community culture, arts, recreation and life-long learning, and the related goal to market and deliver world-class recreational opportunities, in coordination with our community partners. By working with the FIND for grant funding assistance, the County is providing access to recreational facilities and opportunities to the visiting boaters.

 

This grant is for the second phase of a two-phase project. Phase II will provide for the construction and installation of recreational vessel mooring fields, a floating dinghy dock and the expansion of an existing restroom to provide shower facilities to the transient boaters tied up to mooring balls in the mooring fields. The project is located in two coves between the Intracoastal Waterway and US A1A, and north and south of Sheridan Street.

 

The Parks and Recreation Division requests the authorization to submit a grant application to the FIND for the $1,628,350 grant. The grant requires a 50% County match of $1,628,350, which will consist of funding from the Broward Boating Improvement Program (BBIP), Florida Fish and Wildlife Conservation Commission (FWC), and the County. On December 6, 2018, the Marine Advisory Committee recommended the partial funding of $835,000 for Phase II to come from the BBIP, which was included in the County’s Fiscal Year 2019/2020 Budget as approved by the Commission in September 2019. In April 2021, a grant application will be submitted to FWC for $199,998. The remaining amount, $593,352, required from the County for Phase II is included in the Fiscal Year 2020/2021 Budget, approved by the Commission in September 2020.

 

The Board previously approved a nearly identical resolution at its March 31, 2020, meeting (Item 39, Motion B). However, permits were not able to be obtained in time to meet the deadline to apply for the FIND grant during that fiscal year.

 

The FIND form resolution has been reviewed by the Office of the County Attorney for legal sufficiency.

Fiscal Impact/Cost Summary

The total cost of Phase II is expected to be $3,256,700. The grant will provide $1,628,350 in FIND funds and requires a County match of $1,628,350. The FIND grant will reimburse the County for half of the monies expended on the project.

 

Upon completion of Phase II of this project, boaters will be charged a fee to tie up to one of the mooring balls in the mooring field. Revenue projections for this project cannot be determined until such time as the actual number of mooring balls are determined during the permitting process. Minimal maintenance costs associated with the project will be incurred once it is completed.
