Summary Explanation/Background
PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The requested action supports the Board’s value of cooperatively delivering an efficient and accessible regional intermodal transportation network, and the related goal to support the development, design, and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses. The installation of recreational vessel mooring fields in coves near the Intracoastal Waterway and US A1A will provide members of the boating public, both residents and tourists, a place to tie up their vessels while visiting Hollywood North Beach Park and the surrounding area. The requested action also supports the Board’s value of cultivating community culture, arts, recreation and life-long learning, and the related goal to market and deliver world-class recreational opportunities, in coordination with our community partners. By working with the FWC for grant funding assistance, the County is providing access to recreational facilities and opportunities to the visiting boaters.
This grant is the second of a two-phase project. Phase II will provide for the construction and installation of recreational vessel mooring fields, a floating dinghy dock and the expansion of an existing restroom to provide shower facilities to the transient boaters tied up to a mooring ball in the mooring fields. The project is located in two coves between the Intracoastal Waterway and US A1A, and north and south of Sheridan Street.
The Parks and Recreation Division requests the authorization to submit a grant application to FWC for a $199,998 grant as partial funding for the Hollywood North Beach Park Mooring Fields project, which has a total project cost of $3,256,700. The remaining funding is expected to be provided through an application for a $1,628,350 Florida Inland Navigation District grant requiring a 50% County match; $835,000 from the County’s Broward Boating Improvement Program; and $593,352 in County funding that was included in the Fiscal Year 2020/2021 Budget, which was approved by the Board in September 2020.

Fiscal Impact/Cost Summary
The FWC grant will provide $199,998 in FBIP funding to be used in Phase II of the Hollywood North Beach Park Mooring Fields project. There is no County match required.
Minimal maintenance costs associated with the project will be incurred once it is completed. Upon completion of this project, boaters will be charged a fee to tie up to one of the mooring balls in the mooring field. Revenue projections for this project cannot be determined until such time as the actual number of mooring balls are determined during the permitting process.
