Summary Explanation/Background

The Solid Waste Working Group (“SWWG”) is comprised of one County representative (Commissioner Furr) and eight municipal representatives.  On March 1, the SWWG voted (6 - 3) to recommend that the County and participating municipalities work collaboratively to seek legislative formation of an independent special district to govern solid waste disposal and recycling issues countywide.  Other options considered by the SWWG were the formation of a dependent special district or long-term collaboration on solid waste and recycling efforts through an interlocal agreement.

On April 13, 2021, a single elected official from each participating municipality will meet to discuss this recommendation.  Thereafter, the governing board of each participating municipality will consider the recommendation.

The purpose of this item is to update the County Commission on this development and to determine whether the Commission would support seeking the creation of an independent special district by the Florida Legislature.
