Title: MOTION TO ADOPT Resolution No. 2021-130 approving a Public Transportation Grant Agreement with the State of Florida Department of Transportation for Financial Project No. 447617-1-94-01; to fund the planning and design of the Airfield Lighting Improvements Project at the Broward County's North Perry Airport; authorizing the Mayor or Vice-Mayor to execute same; authorizing the County Administrator to take the necessary administrative and budgetary actions; and approve any nonmonetary amendments subject to the Office of the County Attorney approving as to legal sufficiency; and providing for severability and an effective date. This Public Transportation Grant Agreement will provide state grant funding up to a maximum amount of $264,000. A certified copy of the approved Resolution shall be inserted as Exhibit D to the Public Transportation Grant Agreement before execution.

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action approves an FDOT Public Transportation Grant Agreement ("PTGA") to provide grant funding in the amount of $264,000, or 80% of the cost for the planning and design of the Airfield Lighting Improvements Project (“Project”) at HWO. The total Project cost is estimated to be $330,000 (“Project Cost”). Broward County (“County”) is required to cover 20% of the Project Cost, estimated to be $66,000, while continuing to cover any Project Cost overruns.

 

The Project will replace the airfield lighting along Runway 1R-19L and Taxiway E with new Light Emitting Diode (“LED”) edge lights. The edge lights and guidance signs along Taxiway L will also be replaced with new LED units. Additionally, the Project will include demolition and replacement of the electrical vault. The existing vault will be demolished while the replacement vault will be constructed in a new location; southwest of its present location. The relocation of the electrical vault will accommodate the increased lighting demands and modernize portions of the equipment and controls. The relocation will also provide additional space for future apron construction to accommodate future tenant demand. The Project is currently identified on the HWO Master Plan Update as a needed near-term improvement.

 

The proposed PTGA was reviewed by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions as FDOT requires the County to use its form Agreement.
