MOTION TO AUTHORIZE County Administrator to execute a First Amendment to Agreement No. 19-CP-HIP-8204-01 (subject to review for legal sufficiency by the Office of the County Attorney) between Broward County and The Salvation Army for low-demand shelter beds, increasing the Agreement from $280,850 to $328,625, effective retroactively from April 1, 2021, to September 30, 2021; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable” and the goal to “effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” The funding reallocations will ensure the most effective and efficient use of currently budgeted resources. Increased funding for JAFCO Children’s Ability Center, Inc. (“JAFCO”) will allow 19 additional clients to receive out-of-home respite care services. Increased funding for The Salvation Army (“TSA”) will support the addition of ten low-demand shelter beds for individuals who are experiencing homelessness as defined by the U.S. Department of Housing and Urban Development.
An effective date of January 1, 2021 is requested for the increase in funding under the JAFCO agreement to allow the provider to bill for services provided to 19 additional eligible clients starting in January and continue providing services to those additional clients through the remainder of the Fiscal Year. An effective date of April 1, 2021 is requested for the increase in funding under the TSA agreement to provide services to ten additional clients starting on April 1, 2021 through the remainder of the Fiscal Year.
On August 25, 2020 (Item No. 4), the Commission approved Resolution No. 2020-364, authorizing appropriation and disbursement of Fiscal Year 2020-2021 funds for agreements with nonprofit organizations and governmental entities to provide various services. Since then, contract utilization patterns and client demands have demonstrated a need for increased services in specified service areas resulting in the reallocation of underutilized funding. JAFCO and TSA were awarded the original agreements through a fair, open, and competitive grant funding process administered by the Human Services Department.
The Community Partnerships Division recommends reallocating funds from underutilized agreements in its Children's Services Administration and Homeless Initiative Partnership sections to meet the current community needs (Exhibit 1). Commission approval is required because the requested increased funding amounts exceed the threshold authorized by the existing agreements. On February 19, 2021, the Children’s Services Board met and voted in support of the funding reallocation to JAFCO (Exhibit 2). On March 24, 2021, the Homeless Continuum of Care Board met and voted in support of the funding reallocation to TSA (Exhibit 3).
