Summary Explanation/Background
In 2019, the County awarded a contract to EarthCam to monitor and record the construction progress of the Project (Exhibit 1). Two cameras were strategically placed on the roof of the Convention Center until alternative sites with better vistas of the Project could be secured. The Condo has since agreed to host one of the cameras (Exhibit 2).

The camera will serve as both a public relations tool to better promote the Project and the Convention Center as a destination for the meeting industry, and to document site conditions in real time. The camera feed will be available on the Project website for anyone interested in watching the progress of the Project. It will also monitor and record the activity on the construction site and the prevailing environmental conditions (e.g. temperature, humidity etc.). The pictures and recordings can potentially provide evidence of wrongdoing, mistakes, accidents and/or delays caused by the contractor, sub-contractors or other third parties. We have found from experience that in some cases contractors have made financial claims against the County based on false representations...
