MOTION TO DIRECT staff to develop a program for consideration by the Board that would include a vendor’s status as a Certified LGBT Business Enterprise (“LGBTBE”) by the National LGBT Chamber of Commerce as a point of information in County procurements, and to direct the Office of the County Attorney to draft an appropriate amendment to the Broward County Administrative Code upon staff’s development of the parameters of the referenced program.

Summary Explanation/Background
This item supports the Board’s Value of “Ensuring economic opportunities for Broward’s diverse population and businesses.”
Motion A: Broward County is one of the most diverse regions in the country, with a large population of a wide variety of minority groups that recognize and value diversity in race, ethnicity, religion, gender identity, and sexual orientation. Broward County has been at the forefront of protecting the rights of minority communities, including by enacting one of the first local ordinances requiring equal benefits for registered domestic partnerships, mandating nondiscrimination as a standard provision in County contracts, and enforcing equal employment opportunity policies regarding hiring.
Broward County is committed to providing all businesses fair and equal opportunities to compete for County contracts. The proposed Resolution welcomes and encourages all businesses, including minority-owned businesses, to participate fully in the Broward County business community, take advantage of County-sponsored training programs to learn about the County procurement process, and compete for County contracts when eligible.
The proposed Resolution, if adopted, would reaffirm the Board’s support for the full participation of minority-owned businesses in all aspects of Broward County’s business community and would express the Board’s continued support for fair and equal opportunity for all businesses to compete for Broward County contracts.
Motion B: The National LGBT Chamber of Commerce (“NGLCC”) was founded in 2002, and works to ensure implementation of pro-business, LGBT-inclusive policies at the federal, state, and local levels of government. NGLCC offers a certification program that verifies eligible businesses are majority owned by LGBT individuals and grants a “Certified LGBTBE” designation to verified businesses.
This item, if approved, would direct County staff to develop a proposed program that would include a vendor’s status as an NGLCC Certified LGBTBE as a point of information in the procurement process, and would direct the Office of the County Attorney to prepare appropriate amendments to the Administrative Code, for the Board’s later consideration, to implement the proposed program.
