Summary Explanation/Background

Commissioner Fisher nominates Tracey Wekar-Paige for appointment at-large to serve on the Animal Care Advisory Committee (“ACAC”).

Ms. Wekar-Paige is the President of Cat Pals, a nonprofit organization that fundraises, supplies food, water, medical care, and rehoming to a colony of abandoned and feral cats.

Currently, Section 12.290 of the Broward County Administrative Code (“Administrative Code”) prohibits the two at-large appointees to the ACAC from fitting within any of the nine identified membership categories for the ACAC members nominated by individual members of the Board of County Commissioners (the “Board”). One of these categories of ACAC member is “[a] member of a local, nonprofit organization providing support or services to stray or unwanted animals.”

Ms. Wekar-Paige would be an asset to the ACAC, and the current prohibition on the two at-large members of the ACAC not otherwise fitting into any of the nine enumerated membership categories severely restricts the ability to secure qualified individuals to fulfill the ACAC’s purpose to advise the Board in developing public policies concerning animal issues, and to assist in goal setting and long-range planning for the Animal Care and Adoption Division.

Adoption of the proposed Resolution would waive the prohibition in Section 12.290 of the Administrative Code and allow the Board’s consideration of Ms. Wekar-Paige for the at-large appointment to the ACAC.
