Summary Explanation/Background

As a result of direction provided to staff on April 6, as of the time the April 20 meeting agenda is being printed, the Office of the County Attorney is drafting revisions to the County’s Comprehensive Emergency Order (“CEO”) that will, upon entry by the County Administrator:

 

1.  Remove virtually all restrictions on outdoor activities other than the requirement to wear facial coverings in most instances when social distancing cannot be consistently maintained;

 

2.  Remove mandatory surface sanitization protocols;

 

3.  Provide that the next phrase of removing restrictions will be implemented when 50% of adults have had at least one vaccination shot and the COVID-19 testing positivity rate remains under 5% (measured on a rolling five-day average) for ten consecutive days; and

 

4.  Provide parameters for resumption of limited in-person attendance at County Commission meetings by members of the public, while retaining the ability to provide public comment by telephone.

 

In addition to providing the above-referenced direction, the April 6 agenda item was continued to permit further Board discussion, if desired by any Board members.
