Summary Explanation/Background
This item supports the Board Value "Cultivating community culture, arts, recreation and life-long learning," and the Board Goal "Provide diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant, multi-cultural and economically-viable community."

Historically, Florida had been ranked as the number three film location in the country, based upon revenue generated; however, in more recent years, Florida was not ranked within the top four film locations. One of the consistently top-ranked locations, Georgia, currently provides a tax credit of up to 30% for film, television, and musical productions produced in the state. Pending bills before the Florida Legislature, SB 704 and HB 757, sponsored by Senator Joe Gruters and Representatives Dana Trabulsy and Dotie Joseph, respectively, propose to create a state rebate program for film, television, and digital media projects.

Several Florida counties provide sales tax exemptions or other incentive programs for film and television productions, as set forth in Exhibit 1. The Film Commission is currently administered by the Greater Fort Lauderdale Convention and Visitors Bureau. This item will permit Board discussion of the current state of the Film Commission in Broward County and provide any appropriate direction to staff.
